You apply for the Student's Pass through ICA's SOLAR system once your institution confirms your place — the institution initiates the registration, then you complete it. What matters more is a decision you make before that.

The MOE Tuition Grant substantially reduces your fees and carries a binding three-year obligation to work for a Singapore-registered employer after you graduate. It is not a scholarship you can accept and walk away from. Decide whether that commitment fits your plans before you accept it, not after.

Work rights are the other thing students misread. At the public autonomous universities you may work up to 16 hours a week during term and unlimited hours in vacation. At most private institutions there are no automatic work rights at all — you need a separate work pass. Confirm your institution's status with ICA rather than assuming.
